Organization Responsibilities

To play its part in a value chain, a unit has a number of responsibilities. It must manage its entities such as personnel, products, plant and equipment, finances, and other resources. It must also manage the flow of work that creates and uses these entities, hopefully to achieve its purpose by adding value. This purpose is managed by internal policies, budgets and schedules, and by contracts to coordinate that shared with its peers. It must also be able to engage in meaningful communication with those peers.
Policies and contracts, including laws, conventions and standards, are administered by a contract manager. The capability of the unit is defined by the processes it can do, and the contracts define the conditions under which it may perform each process. Work is done via its processes, each of which is instantiated either by a human actor, or by an electronic message, in terms of the appropriate contract.
Workflow is managed within the unit by a process manager, which allocates each process step to an appropriate actor. Communication between units is effected by a message manager, which exchanges speech acts with other units via structured documents.
